Users are supposed to download the official releases here: <http://download.savannah.gnu.org/releases-noredirect/avr-libc/> and use those. Then they don't need to bootstrap. If you are building from CVS, then you need to use bootstrap. This is nothing new, and it is very common to do in other projects, like the GNU projects. For example GCC.
