Only in sub-packages, when that "external" directory can be
regarded as "internal" for an enclosing package.

In other words: generally you can't.

`make dist' creates tarball that extracts to a single directory
(named PACKAGE-VERSION).  EXTRA_DISTing external directory would
require multi-directory tarballs.
