is causing trouble on an AIX system. LANG's initial value is en_US, and
it's taking the else branch which unset's LANG. Later, there are error
messages while running ./configure due to NLSPATH being incorrect (see
below) for an example. NLSPATH has meta characters that are replaced by
the value of LANG.
