RFC 7322 says:

   For two authors or editors:

      [RFCXXXX] Last name, First initial., Ed. (if applicable)
                and First initial. Last name, Ed. (if applicable),
                "RFC Title", Sub-series number (if applicable),
                RFC number, Date of publication,
                <http://www.rfc-editor.org/info/rfc#>.

     Example:

      [RFC6323] Renker, G. and G. Fairhurst, "Sender RTT
                Estimate Option for the Datagram Congestion
                Control Protocol (DCCP)", RFC 6323, July 2011,
                <http://www.rfc-editor.org/info/rfc6323>.

So the weird handling of the final name is not a bug, but a feature.
