Newer ghc and ghc-libs are available in Arch/extra repo. [a] The latest upstream build of cabal-install is on AUR as a '-bin' PKGBUILD [b]. (And Arch/extra has a somewhat older but still compatible version of cabal-install. [c]) This one has been neglected for 2+ years - last update was in Jan 2023. Seems it's also unused: 0 popularity/votes/comments or specific/exclusive reverse dependencies.
