MarsSeed [1] filed a deletion request for mutter-dynamic-buffering [2]: This build's MR#1441 patch, originally submitted to upstream in September 2020, has finally landed not long ago in upstream's main branch [a], and in their stable 48.0 and 48.1 releases [b].

Arch/extra/mutter is on the latest version [c] and now has the dynamic buffering feature.
