I don't think there should be a merge at all because they are
still appearing as different packages both on android.com and in
sdkmanager.

One may argument that the newer package may have a "replaces"
for the older package, but as long as sdkmanager allows people
to install both at the same time, I believe we should do the
same as upstream and keep them both available separately.
