Upstream's name was actually 'read-quickly'. But anyway, no one seemed to use this package, and its upstream is long discontinued.
The name 'rq-git' should be freed for the chance someone would want to create a VCS counterpart to the unrelated but still actively maintained extra/rq. [a] [a]: https://archlinux.org/packages/extra/x86_64/rq/
