MarsSeed [1] filed a deletion request for chirp-hg-py3 [2]: Defunct and abandoned VCS package with a wrong name.
The py3 branch is 7 months old and discontinued, because it has been upstreamed to master branch, whose last commit is from 2 days ago as of this writing. There's an AUR/chirp-hg package; I've notified its maintainer to switch it to its required Python3 dependencies.
