MarsSeed [1] filed a deletion request for neopg [2]: Package abandoned since 2018.
This fork/reimplementation of OpenPGP has never became stable, let alone feature-complete, and the work has halted since 2019. [a] AUR page has one comment (from 2018) and 3 votes. Seems not needed by anyone. Nothing depends on it. Safe to delete.
