natis1 [1] filed a deletion request for qencoder [2]: Qencoder is extremely dead. The program it relied on switched to rust and deleted their pypi package so there's no way to use it anymore which this build script relied on. Unfortunately it cannot be maintained.
Ultimately longterm I have spent the past year or so looking to commission a gui for av1an but the Ukrainian conflict has made this difficult.
