MarsSeed [1] filed a deletion request for icu-staticlibs [2]: Orphaned, has not been updated since 2016, and nothing depends on it.
Does not declare any provides or conflicts. Original maintainer commented in 2018 that they are not even sure why they created this package in the first place. :) Not needed. Arch [core] carries the current icu, whereas AUR has several version-suffixed legacy packages for icu. Safe to delete this one.
