Are you sure that that's what's happened? All foreign keys on the PackageBases table are "ON DELETE SET NULL". Additionally, we programmatically set these fields to NULL before deleting an account. If you have evidence that packages were deleted as a direct consequence of an account deletion, that's most likely unintended. Please open a bug in the aurweb bug tracker with some more details.
