The file is valid (at least it passes the msgfmt -vc check). Please try to download it once more. Do not mind about the version string. The file is for Audacity 2.3.2. If you have your copy of the previous translation, please use the new catalog https://github.com/audacity/audacity/raw/master/locale/audacity.pot to merge your results with the new catalog.
