I think you are looking at work in progress on Audacity 2.2.0. There are
many changes in the menus, and they are still changing somewhat. For
example 'Fit to Width' and 'Fit to Height' will be in 2.2.0 but they are
not in 2.1.3. We are working on 2.2.0 and don't yet have a schedule for
when we will release it.
We will at some point update the files for translation and announce that
on the translators list.
It's best if questions about translation are on the translators list
rather than here.
