Your SIP phone is eating the *8. You need to look at your SIP phone docs, not Asterisk

I had the same problem with Cisco ATA's screwing with the *, so I
changed mine to a normal number and everything works great. I never did
figure out how to make the cisco pass the *8 properly.


For Cisco ATA U just need to modify your dialplan on cisco box add to the beginning of the field DialPlan: *8|...
so my cisco dialplan is:
*8|*St4-|#St4-|911|1>#t8.r9t2-|0>#t811.rat4-|^1t4>#.-


and it picks up remote ext. properly with *
