Sounds like a mailman config setting, for the qrunner time. My guess is that the box is busy and dumping mail into a queue with a one hour service time by default instead of immediately delivering it. A polite request to the list admin could reduce the queue time.

Yep, sure looks like mailing lists are an obsolete technology that no forward-thinking organization would use. ;)
