How about getting rid of the drives (hard, floppy, cd, dvd) and using RamDisk technology instead. You can boot from flash memory. This will reduce heat and increase reliability.

That's exactly what I'm doing. I boot a SBC from flash that doesn't have fans or even heatsinks. It runs on 12 watts of power.
