Why do you think that? The server you registered last with will send incoming calls. I've registered my several lines only at their LAX server for the last few months, and didn't miss a call. But even if that's not the case, use permit=147.135.0.0/20 and that would cover their four locations. In /etc/hosts you can select which BV server you want to use.
