Thats exactly the error I had when I got this problem. Are you sure
both busydetect and callprogress are set to no for all channels? I
would suggest posting your /etc/zaptel.conf and
/etc/asterisk/zapata.conf (without commented lines).

OK: Do you have these in zapata.conf?
busydetect=no
callprogress=no
They won't work in the UK.
