It is there in the Wiki, but not where I was looking.
A working way to handle busy/congestion signals in this situation is:
exten => _X.,1,Dial(${PSTN}/${EXTEN})
exten => _X.,2,SetVar(PRI_CAUSE=${HANGUPCAUSE})
exten => _X.,3,Hangup
