AFAIK, voltage can be changed in the zaptel driver.

search for the following keywords to find the code that deals with voltage ...
cat /usr/src/zaptel/wcfxs.c | grep BOOST
cat /usr/src/zaptel/wcfxs.c | grep batt
cat /usr/src/zaptel/wcfxs.c | grep volt
