I would recommend looking into rate-engine. It is an asterisk application that should be able to do all of this. I would give you more info if I could but I'm presently trying to get it working for myself.

can asterisk handle an more complex cost based routing:

- some calll should be routed to ISDN cards, some should be routed to (several) Voip-services.

- There are ISDN-cards with differend rates available, in addition to choosing an call-by-call prefix the cards suitable for the call have to be selected too.
