Hi, if i understand german telco regulations right (even for a german that's not an easy task...) then a provider may not assign a DID to a non-local client. This would mean that a provider in Berlin may not assign a DID to a client in Munich. So, assigning german DIDs to foreign clients would not be legal at all.
