I discovered the Zap drivers do not appear to have enough stack headroom in a standard 2.6 kernel. I had a similar problem until I used a kernel with 16k stacks instead of 4k stacks.

in ok after that. If I run ztcfg I can see both of the cards working. Could
it be something to do with the IRQ numbers being used? Both cards are on
same IRQ as 2 other devices.

I'm running kernel version 2.6.5-1.358
