You cannot specify the order of codec selection with Asterisk
My understanding is that when using SIP, the order within the [general] section does affect priority.
This has been confirmed by my own testing.
However the order within individual user/peer settings, don't.
I see this is on the wishlist for chan_sip2.
I don't have so much experience with other channel types.
