Well basically 7960G spare is sold as a pure IP phone without any license.
Cisco requires you to buy a license in order to use its firmware running on
the phone.  Think of it as buying a motherboard and pay seperately for the
BIOS.

So the "spare" one is sold without license to you, which should be cheaper.
