to this phenomenon ?

Yes, assuming no hardware/configuration problems this shouldn't happen on PTP.

Point-to-Point BRI mode is
that it mimics PRI in that a single D-channel concentrates signalling
for several BRI lines.

No, every BRI handle signalling in it's own D channel.
