I hate to sound patronising but, if you need to ask how to install Cygwin on Windows, you really shouldn't bother. You *will* find it quicker, cheaper, easier and less frustrating in the long run just to get a scrap PC and install Linux on that. Especially now there are dedicated distros which install Linux and Asterisk ready to go. What you are wanting to do is, in essence, like teaching a gerbil to bark.
