Since you have an identical working system, why are you not able to debug this? First swap the phone... then swap any cards in the server, then servers, then check carefully software differences etc. You should be able to isolate one thing that makes a difference, then you can zero in on that. So far your questions are general and you can't give a specific problem definition other than "background noise" which is a general thing that happens with radios, TVs, cars, parties, movies, etc -- not just Asterisk :-) So it's difficult for group members to give you advice.
