The protocol that the Polycom's use to NOTIFY buddy state is based on a Microsoft implementation. As far as I can tell, that implementation has no "Early" state, and cannot therefore report Ringing. Polycom also support RLMI for BLF type behaviour, which is a full implementation, but this is not Asterisk compatible. There is a partial patch to add this in the bugtracker, but I have not tried it. If anyone knows otherwise, I would be interested to know it.
