I hate ExecIf syntax but I don't see anything obvious here.
Could you try to send the DIALSTATUS to the CLI like so:

exten => 1002,1,Dial(SIP/1002|30|rg)
exten => 1002,n,Verbose(1,### DIALSTATUS: ${DIALSTATUS})
exten => 1002,n,ExecIf($['${DIALSTATUS}'!='ANSWER']|Macro|voicedid|1002)
