Because nobody has done it yet. The real answer is probably more along the lines of that there's no competant Windows device driver programmer who would be willing to expend the necessary effort to port the driver, for free. I'm sure that technically, it's possible, although certain assumptions that were made when developing zaptel may not be true when it comes to Windows.
