I think what they're talking about is forwarding the call before the call is established. If I remember correctly, it's call CF[U,B,NR] for call forward on unavailable, busy, and no response. Unfortunately though, none of the switchtypes support this variant of this function. However, if 2BCT is acceptable, we have a working implementation for DMS100 switchtype in 1.4.

It is called 2BCT. It is supported on AT&T 5ESS PRI lines. I don't think it is supported on NI2 or non-AT&T switches. I've never used it.
