The BIG problem here is that most Radio Amateur software and hardware operate in a half-duplex manner. I don't think that would be what you want. If half-duplex is ok then most radio makers (Icom, Motorola, etc.) have complete turn-key solutions. If you want it "cheap" then your will have to "build it yourself". I don't see <$200/channel happening in either case for VHF/UHF. Please share more info and maybe I can help.
