You could do something like:

exten => _X., 1, Random(50:4)
exten => _X., 2, Dial(Zap/g1/${EXTEN})
exten => _X., 3, Congestion
exten => _X., 4, Dial(Zap/g2/${EXTEN})
exten => _X., 5, Congestion
