That description is correct in my recollection, I received a
presentation on the product a few weeks back and you do daisy chain the
cards together while only technically occupying (1) PCI slot.

- There is a main board which is the only one that plugs in the PCI
slot. This card can have up to 4 FXS/FXO ports. It also plugs in the
back plane board.
- You can add up to 5 other boards, each with up to 4 FXS/FXO ports,
that connect to the back plane board. These boards don't connect to
the PCI slots, they all pass by the mainboard.
- Sangoma recommends up to 4 boards, so 16 FXO/FXS ports
- The FXO/FXS modules are pairs, so you can make combinations (2 FXO /
2 FXS, 4 FXO, etc)
These cards "should" be available by the end of the month.
Maybe someone from Sangoma on this list could tell us more about it :)
