But, yes, if you are only going to use internal ISA or external modems connected to the motherboard's serial ports, then yes, you're limited to two modems. But that's completely ignoring the possibilities of using PCI and USB modems.
You are right that it's possible to use the internal PCI modems. (with the most of them we had also problems, after using the external modems we don't have any problems anymore)
