If your 3500 users are consumers representing perhaps 175 simultaneous calls you should be fine with three servers. Depending on conferencing load and transcoding, two may be enough. You should have n+1 servers for redundency, all with RAID. Then you don't need to worry about subsystem failures.
If your users are business people they ratio to 1100 simultaneous business calls and you will need 6-9 Lintel servers, again depending on the conferencing load and the transcoding.
