Try inserting a "w" in the dial string like this to see if it helps:
Zap/1/w7705551212

If that corrects the problem, the issue is that asterisk is dialing
to quickly for the central office switch. Each "w" in the string adds 
additional delay, so try ww7705551212 if a single one doesn't help.
Been discussed several times before .
Asterisk doesn't bother to detect dialtone before it starts dialing.
It would be nice if it did, and as a bonus detect stutter dialtone as well.
Perhaps someone smarter than I could either code this or add to a "features badly needed" list?
