Stripmsd is commented out, problem still occurs. Does this simply use ATDT to dialout ?
When I attempt to dialout using minicom it comes back with "NO MSN/EAZ"
Looks like I may need to issue another AT Command to the netjet to set the MSN...
Has anyone encountered this before?

Check the line 'stripmsd=1'. If the number to be dialed does not need to have the most significant digit stripped this line needs to be commented/removed in order to dial a valid number.
