Access is open to everyone. The signup form is available at https://signup.asterisk.org/ which gives access to all the community resources. This is linked on the main JIRA page (it's in the Introduction block in big text). Unfortunately without modifying JIRA code itself it's not possible to alter other parts to make it more clear.
