This little tid-bit told me that indeed the problem was not in the pjsip channel driver, but rather in my dialplan. I found the culprit, an option in the Dial() app, that for some strange reason was necessary in chan_sip (which we have heavily patched), but toxic to chan_pjsip. I conditionalized its use based on the current channel's phone technology, and all is well!
