First smart ass comment would be for you to go learn java then and start programming. A slightly more useful suggestion is for you to think through your requirments a bit more. Do you want to call them VoIP or are you going to call them via PSTN. If via PSTN, any web side app should be able to work. If over VoIP, then yes, you will need to find a activex or java VoIP client.
