/etc/localtime needs to be a valid zoneinfo file.  The most likely
location for your options is in /usr/share/zoneinfo, although Solaris
might put these files elsewhere.

If /etc/localtime does not exist, then you need to copy (or symlink)
a valid zoneinfo file into place.
