It's not a matter of order of scoring, it's a matter of the total
overall score:
-10 + -15 + 49 + 25 = 49
which is below your PenaltyMessageLimit, so it gets through.
You may need to increase the baysValencePB so that things that are
doubly identified by HMM and Bayes as spam are more likely to be blocked.
