The current High Level Assembler and Toolkit documentation is here in IBM Docs, as a separate product: https://www.ibm.com/docs/en/hla-and-tf/1.6 The page you found is an old one from the time when HLASM documentation (for all platforms) was included in the z/OS Info Center. The heading relates to the fact that it is under the z/OS product, but the referenced topic is actually within the HLASM Programmer's Guide section "Assembling your program on CMS", as you can confirm by following the "Parent topic" links.
