This is all part and parcel of the implementation of the attitude that 'old = 
unacceptable'.  Old stuff like manuals that allow users to know how to use 
assembler. 'New' stuff like Java is SO much more important since all the new 
young pups ONLY know Java and are too generally lazy to flex and bend and learn 
assembler(ok, they could flex and learn C since it's so similar to Java).   
But, I suspect that is extra impetus towards the managerial bad attitudes about 
documentation for assembler.  Essentially they have it in their hearts to 
'eventually' do away with using it, despite the fact that the mainframe has 
huge chunks written in it(or all?).  THAT'S immaterial since THEY will do away 
with its use so that management can get people 'willing' to support the 
mainframe.
