Very true. Where I work, many deadlines are set by government bodies who
are responding to their "constituents" (or lobbists). They do have have any
idea, nor care, about what it takes to write good code. We get a date and a
threat "Do this by mm-dd-yyyy or be fined $$$$$ per day." Not much slack to
do thinks cleanly.
