I am on the oss version of Artifactory 3.9.2.  

I would like to see how i can configure my local repository (ie
libs-snapshot-local) to point to a particular location off my machine.   For
example, I want all my build payloads under: D:\projects\build folder.  Has
anyone successfully done it?

I edited ARTIFACTORY_HOME\etc\storage.properties, added the line below and
restarted the server.
     binary.provider.filesystem.dir=D:\projects\build

Then started a build but my payload is not showing up under such custom
location.
